2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China. Since early January, various provinces and cities have successively announced lists of key construction projects for 2023, of which manufacturing projects account for the majority.

On January 18, the Hebei Provincial Development and Reform Commission issued a list of key provincial construction projects in Hebei Province in 2023 (see Appendix 1 for details). A total of 507 provincial key construction projects have been arranged for 2023, with a total investment of 1.32 trillion yuan and an estimated annual investment of 260.01 billion yuan. On January 19, the Shandong Provincial People’s Government issued a list of major projects in 2023 (see Appendix 2 for details). According to the list, there are 602 major provincial projects in 2023, including 525 implementation projects and 77 preparation projects, with a total investment of 2.5 trillion yuan. The Intelligent Manufacturing Network found that among the 602 major provincial projects, modern industrial projects accounted for nearly half, with a total of 297 projects and a total investment of 867.6 billion yuan. It is understood that the average single investment in major provincial projects in 2023 will be 4.15 billion yuan, an increase of 590 million yuan from the previous year, and there will be 62 projects with investments of more than 10 billion yuan, an increase of 20 from the previous year.

On January 27, we learned from the Wuhan Municipal Development and Reform Commission that in 2023, Wuhan City will list 1,154 major projects of more than 1 billion yuan, with a total investment of 4.5 trillion yuan, and the annual Investment exceeds 460 billion yuan. Among them, there are 926 projects of 1 billion to 5 billion yuan, accounting for 80.3%; 148 projects of 5 billion to 10 billion yuan, accounting for 12.8%; and 80 projects of more than 10 billion yuan, accounting for 6.9%.

On January 29, the Sichuan Provincial Development and Reform Commission announced the list of key projects in 2023 (see attachment 3 for details). According to the list, a total of 700 key projects are listed, including 236 newly started projects and 464 continued projects. Among the 700 key projects, the largest number of industrial projects is 346. In addition, manufacturing projects accounted for 197, which is the highlight of industrial projects. Among them, Wanda opened a green intelligent casting industrial park project, China Innovation Aviation Power Battery and Energy Storage System Project, Suke High-tech Intelligent Manufacturing Industrial Base Project, High Energy Physics Major Equipment Manufacturing Project, GaoxianRobot 86 plans including the 400,000-level Ziyang production base project will start construction this year.

Recently, Zhenjiang City released a list of major industrial projects in 2023, with a total of 269 projects and an annual investment of 55.48 billion yuan. In this year’s list, the Intelligent Manufacturing Network found that there are 163 new projects with an annual investment of 26.727 billion yuan.
